Trump's Progressive Warning Misses The Continent's Real Threat: Technological Decline.

The recent US security policy document presents a flawed view of the European Union. The document asserts that unrestrained immigration and so-called "woke" policies pose an existential risk to European civilization. Yet, this perspective rests on a serious misinterpretation of the reality. The actual challenge confronting Europe is not societal but technological and economic lag.

A Glaring Economic Divide Between Europe and the US

The data reveal a stark picture. Between 2008 and 2023, US GDP surged by eighty-seven percent, compared to a paltry thirteen and a half percent increase for the European Union. Over this time, European income per person dropped from over three-quarters to just half of the US level. Remarkably, even the poorest US state now has a higher per capita income than several leading EU nations like France and Italy.

Today, roughly 50% of the global 50 largest tech companies are American, while only four are from Europe.

The Innovation Deficit: The Core Problem

The growing disparity stems from superior efficiency gains in the United States, fueled by technological innovation and higher total factor productivity. The landscape of global tech leadership is decidedly American. Over the past five decades, hundreds of American startups have scaled into enterprises valued at more than $10bn, versus only fourteen in the European continent.

This gap prompts a vital issue: In the race for tomorrow's sectors like AI, semiconductors, and fusion energy, what is the EU positioned? Experts widely agree it is essentially a contest between two involving the US and China, with European nations starting at a significant disadvantage.

Underlying Factors of the Continent's Innovation Gap

A number of major factors explain this innovation chasm.

  • Financing Ecosystem: The United States has a far deeper and more dynamic system for funding startups. Europe still lacks a genuine unified investment market, which limits the growth potential of emerging companies.
  • Bureaucratic Hurdles: Excessive and fragmented regulation hinder European business. A US startup can introduce a service under one regulatory framework to access a consumer base of over 330 million. The EU, despite a bigger population, is split among 27 separate regimes, creating huge market obstacles.
  • Cultural Attitudes: Attitudes toward risk-taking differ sharply. In some EU nations, a startup's collapse was once viewed with penalties, whereas in the US, it is often considered a badge of experience.
  • Military Investment: The United States enjoys a tightly woven academic-military-industrial complex. The continent's chronic underinvestment in military capabilities has eroded its capacity for pioneering research.

The Road Ahead: Grounds for Cautious Optimism

In spite of these challenges, there are causes for optimism. European leaders are growing more conscious of the existential challenge and have started to propose substantial change. Key reports on EU competitiveness and the single market highlight the need for major changes.

Given appropriate incentives and regulatory reforms, Europe's strengths could support much higher levels of business-led breakthroughs.

Europe still possesses significant strengths: high-quality human capital, top-tier schools and universities, and world-class labs. Alongside a vast domestic consumer base and high savings rates, these foundations have the potential to trigger a surge of investment and entrepreneurship.

Importantly, even if Europe does not become the leader in developing cutting-edge tech, it can still significantly boost productivity by implementing and tailoring advancements from other regions.

An Inflection Point

Europe now stands at a decisive crossroads. To paraphrase a famous line, decline often happens "gradually and then suddenly". So far, the continent's technological decline has been gradual. However, without decisive action to tackle its deep-seated problems, today's gradual weakening could turn into a rapid and permanent loss of world influence.
