Sheff Wed Confronts Serious Challenges, Says Independent Regulator

'We will play a key role in football's future' - newly appointed regulator David Kogan

The team's persistent issues represent a a "major concern" and the football regulator is looking to gain the ability to look into club affairs in similar circumstances, its new chair the regulator has stated.

In a wide-ranging interview, the regulator, who was named to the position this week, showed understanding towards supporters of the Owls.

The regulator engaged with four supporters' associations connected to the South Yorkshire club in recent days.

The Championship side have been facing challenges both on and off the pitch in 2025, with the club missing wage payments on several different times, including in the autumn.

"Evidently Wednesday represents a serious issue for football authorities and a major challenge for the sport," the chairman stated.

"Sheffield Wednesday is one of the historic institutions for the English game and this week we have met supporters' organizations.

"Our aim is to acquire the ability... which will allow us to have Sheffield Wednesday - and other clubs brought to our attention if they require examination and acted upon."

Financial Struggles and Leadership Concerns

The team's struggling chairman Dejphon Chansiri suggested earlier this year he would be prepared to relinquish control at Hillsborough, but he has not been able to secure a deal with prospective buyers.

Missed wage deadlines on time in spring months led to sanctions by the English Football League (EFL) in mid-year, preventing the club from carrying out any recruitment activities for the subsequent signing windows, although that restriction was lifted in the end of the transfer window.

Regulator's Perspective

The regulator explained: "The position was created for the supporters of Wednesday, other clubs in similar situations where fans are dedicated to a regional establishment that has existed throughout their lifetimes in many cases.

"I have absolute sympathy for the team's plight, as I do for each organization that since 1992 have gone to the wall, or been close to going to the wall, for causes separate from the supporters."

Questioned about whether the regulator could force an owner to sell a club if they are deemed unsuitable, Kogan said: "Should the inquiry concern 'would we intervene in the final instance?', the reply is once we gather the evidence and comprehend the circumstances, we will."

But the regulator clarified that requiring chairmen to relinquish clubs would be considered the final option and the oversight body would choose to cooperate with proprietors.

"The last thing what we want to do is begin intervening in an specific team, an specific proprietor, without being in a position to cooperate with that owner to try and resolve the issues that the club's facing and the owner's facing," the chairman stated.

"But the truth is, when you review the record of the game, over the recent generations there have been some owners, a small minority, but particular people who have shown negligence in the way which they've been managing their teams and eventually don't wish to take responsibility for the long-term prospects."

'If we get it wrong, extraordinary progress vanishes'

The regulator engaged representatives from 110 clubs to detail the scope of the oversight body this week and insisted it was a "progressive gathering" with a "high level of engagement" from the grassroots to elite level.

"It's a job that's actually really important, because should mistakes occur, if the world of football gets it wrong, the extraordinary progress that's been made could disappear swiftly," the chairman stated.

"This represents everyone's worst fear in the context of the English game is a major achievement - we must maintain momentum.

"Considerable investment flowing into the game and has been channeled for the recent generations, because certainty is lacking it will keep flowing into the sport, which is part of the rationale behind I think we have to maintain a focused outlook on challenges and obviously, of the immediate future."

Top Flight Apprehensions

Elite division representatives objected to the formation of an authority because of concerns about detrimental effects on the elite division's competitive balance, but Kogan said: "I'm absolutely committed to the achievement and development as an economic entity of the Premier League.

"Being fully aware of the worry about compromising the Premier League as a premium product of the nation. But at the same time, if you engage with division representatives after today's meeting, they would have had a substantial amount of confidence -and, indeed, they have been informing us confidentially they have a significant confidence."

Partisan Associations

The regulator remains subject to a "comprehensive investigation" by the Commissioner for Public Appointments after he revealed he contributed money to the political party in 2020.

The chairman contributed funds to Secretary of State for Culture, Media and Sport the minister's leadership bid, along with that of the current Prime Minister.

"I have been entirely transparent regarding my past party membership [with Labour], and that ideological connection terminated the day the official body endorsed my nomination," the chairman stated.

"I am presently disconnected from any form of political activity."
