British Broadcasting Corporation Gaza Film Considered a 'Major' Breach of Broadcasting Regulations, Says Ofcom

The British broadcaster was found to have committed a "major breach" of media regulations by not revealing that the narrator of a film about the Gaza situation was the offspring of a Hamas official, as determined by British broadcasting authority Ofcom.

An inquiry by the broadcasting watchdog into the programme Gaza: How to Survive a Warzone has determined that the documentary was "substantially inaccurate".

The head of the BBC had previously apologised, stating there had been "a major oversight in relation to accuracy".

Ofcom has directed the broadcaster to broadcast a evening announcement about its decisions.

"As this represents a significant violation of our regulations, we are instructing the broadcaster to transmit a statement of our findings against it on BBC2 at 21:00, with a date to be determined," it said.

'Possibility to Damage Credibility'

The authority's statement stated: "Our probe determined that the programme's lack of disclosure that the presenter's parent held a post in the Hamas-run government was materially misleading.

"This implied that the audience did not have vital facts which may have been extremely pertinent to their assessment of the narrator and the content he provided.

"Trust is at the core of the bond between a television network and its public, notably for a public service broadcaster such as the BBC.

"This error had the risk to erode the very considerable levels of confidence that viewers would have placed in a factual film from the broadcaster about the conflict in Gaza."

The film was withdrawn from the BBC's streaming service in February after the presenter's familial connections came to light, and in this past July an broadcaster's internal assessment found it violated the organization's content policies on factual correctness.

A corporation official said: "The authority's determination is in accordance with the results of the corporation's inquiry, that there was a major oversight in the film in relation to the BBC's Editorial Guidelines on truthfulness, which corresponds to regulation 2.2 of the regulator's media standards.

"We issued an apology for this and we agree with the authority's determination in full. We will adhere to the directive as soon as the date and language are determined."
